Connecticut lawmakers have approved more than 904 million dollars in new state bonding, including 5 million dollars for grants helping local police departments buy stun guns and other nonlethal equipment. The funding follows a deadly police shooting in Hartford earlier this year involving a man in mental distress. The package also includes major funding for school construction, graduate student loans and prison security upgrades.
