A Redding landscaping company owner has been charged with failing to provide workers’ compensation insurance. State officials say 44 year old Matthew Lang, owner of Shoots to Roots Plant Care, did not carry insurance or demonstrate the ability to compensate injured workers. He is due in Danbury court September 28.
